Until the Fifth Five-Year Plan (1974-79), India's planning heavily relied on the trickle-down theory, prioritizing heavy industrialization and macro-growth while neglecting the direct delivery of minimum basic needs to the poor. To correct this critical flaw, the Minimum Needs Programme (MNP) was formulated in the 5th Plan.
The Minimum Needs Programme (MNP) was introduced in 1974 during the Fifth Plan to provide essential social consumption goods and basic facilities.
