समतोल प्रादेशिक वाढीसाठी, दहाव्या पंचवार्षिक योजनेतील नवीन उपक्रम म्हणजे :
दहाव्या पंचवार्षिक योजनेमध्ये देशातील अत्यंत मागासलेल्या जिल्ह्यांमधील प्रादेशिक विषमता दूर करण्यासाठी 'राष्ट्रीय सम विकास योजना' (Rashtriya Sam Vikas Yojana - RSVY) सुरू करण्यात आली होती. नंतर या योजनेची जागा 'मागास भाग अनुदान निधी'ने (Backward Regions Grant Fund - BRGF) घेतली.
RSVY चा मुख्य भर मागास जिल्ह्यांमध्ये पायाभूत सुविधा निर्माण करणे आणि स्थानिक विकासातील त्रुटी दूर करणे हा होता.
In the Tenth Five-Year Plan, the 'Rashtriya Sam Vikas Yojana' (RSVY) was launched to address extreme backwardness and regional imbalances across identified backward districts. It was later replaced by the Backward Regions Grant Fund (BRGF).
RSVY provided targeted, untied grant funding to bridge critical infrastructure and livelihood gaps in selected backward districts.
